Define a constant offset. This is a convenience function to obtain the arbitrary waveform componet which describes a constant offset. If successful, this function returns zero and one AWG component.

Returns:
0 if successful, <0 otherwise
Parameters:
ofs - offset value
comp - AWG component for describing the waveform (result)
