Checks if the specified memory region is accessible through Reflective Memory. Returns false if the address range falls outsize the memory window supported by the board. The offset is taken relative to the base address.

Returns:

true if valid address range, false otherwise

Parameters:

ID - board id
offset - offset into reflected memory
size - number of bytes to copy
